In August 2022, Senators Marco Rubio (R) and Bob Menendez (D) introduced the "Trooper Werner Foerster and Frank Conner Act." The proposed law would require the executive to pressure Cuba to return Chesimard to U.S. custody and issue reports on any any all efforts.
Both Rubio and Martinez have been long time advocates of attempts to recover the fugitive Chesimard. They are both Americans of Cuban dissent and have long recognized Fidel Castro and the Cuban government as worldwide sponsors of terrorism and human rights abusers.
